Rocky Hill Deserves a Budget That Builds - Not Just Balances
By Mayor Marotta
When I first ran for Mayor, I promised to protect Rocky Hill’s affordability while investing in the services that make our town thrive. Three terms later, we’ve done more than balance budgets - we’ve built a foundation for long-term strength, equity, and opportunity.
Now, I’m asking for your vote on November 4 to keep that momentum going.
We Didn’t Just Manage - We Led
2023 tested every municipality in Connecticut. Rocky Hill faced a state-mandated property revaluation, grand list challenges, and a drop in state aid. Add unfunded mandates like PILOT, which alone shortchanges us by nearly $2 million annually, and the pressure was real.
But we didn’t pass the burden onto residents. We made smart, strategic choices that protected your household budget and your quality of life.
What Fiscal Leadership Looks Like
Our FY 2025–2026 budget proves that disciplined governance works:
- Continued investment in education, public safety, senior services, and infrastructure

Maintained a competitive mill rate: 30.24
- Wethersfield 41.22 (property revaluation 2024)
 - Newington 39.98
 - Cromwell 30.79

- Average grand list growth over the past 10 years: 1.5% (2023 excluded given the unprecedented increase in property values)
 - Strategic 3.6% increase for Board of Education over last year

We didn’t borrow. We didn’t cut corners. We built a budget that reflects Rocky Hill’s values.
Policy That Honors People
We didn’t stop at the numbers. We passed ordinances that make our tax system fairer and more inclusive:
- Standardized personal property valuations for transparency
 - Tripled tax relief for 100% disabled veterans
 - Expanded exemptions for farmers - preserving our heritage and supporting local tourism

These aren’t just fiscal wins. They’re important steps toward meaningful outcomes.
What’s Next: A Budget That Builds
If re-elected, I’ll continue to:
- Prioritize affordability for families, seniors, and small businesses
 - Fight for full funding of state obligations like PILOT
 - Invest in the services that make Rocky Hill safe, vibrant, and future-ready

We’ve proven that Rocky Hill can be both affordable and ambitious. Now let’s build on that success.
Re-Elect Mayor Lisa Marotta & Team on November 4, and let’s keep Rocky Hill on the Better Path.
